Regarding avoiding wastage of time in the tendering process of buildings to be constructed through the Public Works Department of various administrative departments of the State Government.

Preface
Complaints were being received from the various administrative departments of the state government regarding the delay in the construction of the buildings being executed through the Public Works Department. In most of the said complaints, it was mentioned that there is a special delay in executing the tender process and giving the order to start the work. Accordingly, many measures have been taken at the government level to speed up the tender process and the tender process of every work at the government level is being monitored.
In this way, even though the tenders are approved by the government level within the prescribed time by implementing the planning program, due to some reasons like permission of the local authority, permission to fell trees, disagreement about payment of land load, the actual construction is delayed and the cost of the work is increased due to the said delay.
Circular -
In order to avoid the delay in the construction of buildings executed by the various administrative departments of the State Government, through the Public Works Department, the following actions should be taken henceforth:-
i. It will be mandatory to start the actual work within 30 days after the tender is approved. If these aspects are found to be violated, the responsibility of the regional authorities will be determined.
ii. After receiving the administrative approval for the construction of the building, the process of obtaining all the necessary permits should be started within the period of the tender process by giving the technical approval, so that there is no delay in starting the actual work after the tender is approved.
If there is a possibility of delay of more than 30 days in the commencement of the actual construction despite taking such actions, the information regarding the delay should be submitted in the proposal along with the detailed reasoning while submitting the proposal for acceptance of the tender to the government.
iv. While submitting the tender to the government for approval, the Chief Engineer should provide clear information about the number of days the construction will start under the tender.
V. It will be mandatory to obtain permission of the Government before ordering the commencement of works for which tender administrative approval has been received and the works have not been finalized within 6 months from the budgeting of the works and such proposals should be sent for approval with liability for delay. (This procedure will be applicable for all price and all types of works.)
vi. The review of the works which have not been completed after the original deadline will be done at the government level. For this, the concerned Chief Engineer should prepare a chronological list of the delayed works. (This procedure will be applicable for all price and all types of works.)
It will be mandatory for all concerned officials to strictly follow the above instructions.
